Climate change is one of the biggest challenges human race is facing. Combating this challenge requires urgent global solutions. Climate change is not solely an environmental problem anymore, but rather, it is mainly a sustainable development issue. The issues of climate change are multi-dimensional and cross all areas of governmental policies. Climate change is a policy challenge for any government.

 

To limit global warming safely by the end of the century, both developed and developing countries should contribute to the global efforts, in line with their respective capacities and on the basis of the principle of common but differentiated responsibilities.

 

In this respect, no government can achieve miracles in fighting climate change both at national and global level, if businesses are not engaging themselves seriously in supporting the policies of the governments, prepared in line with the international commitments arising treaties. Public investments should be supported by the private sector investments in both developed and developing countries.

 

Fourth Assessment Report (AR) of the IPCC indicates that the climate change is happening and global is a must. As the Fourth AR states, Turkey is located in the Mediterranean Basin, an area which will be affected most severely by climate change. Today, climate change affects our daily life in a number of ways, ranging physical and natural environment, agriculture, food security, clean water and health to the economy, technology and even human rights. This kind of threats requires decision makers to enhance their efforts towards finding a solution.

 

At the 7th Conference of the Parties in Marrakech, Turkey’s name was removed Annex-2 and special circumstances of Turkey were recognized. Turkey ratified the United Nations Framework Convention on Climate Change on 24th of May 2004. Turkey will be a party to the Kyoto Protocol on 26 August 2009. Turkey will continue its contribution to the global fight against climate change as a Kyoto Protocol Party.

 

The industrialization level of Turkey is not comparable to that of other Annex 1 countries and OECD countries. Turkey’s historical greenhouse gas emission responsibility is less than 1% and per capita emission figures are the lowest among the Annex 1 Parties. Turkey has low primary energy consumption figures and Human Development Index rank among Annex 1 countries. Turkey has a rapidly growing economy and energy demand.

 

Turkey, considering its own special circumstances, is continuing to contribute to global action for mitigation of the negative effects of climate change while sustaining its development within the scope of both United Nations Framework Convention on Climate Change and sustainable development principle.

 

Our country has taken crucial steps within the framework policy legislation, institutional structuring and measures concerning the prevention or mitigation of the effects of climate change, although Turkey does not have any mitigation commitments in the first commitment period of the Kyoto Protocol (2008-2012). Contributing to global efforts on climate change, erosion control and protection of water resources is high on the list of topics on our agenda.

 

In the energy sector, Turkey is promoting renewable energy and energy efficiency with legislation, incentives and awareness rising activities. Policies are being applied to increase energy efficiency in industry and in the transport sectors. According to the National Waste Management Action Plan, waste landfill sites will be increased. Turkey has adopted the “Action Plan on Drought Preparedness and Combating the Drought” in 2008. Turkey has committed to increase sink areas by afforestation and by controlling deforestation. We have started an ambitious afforestation campaign with a target of 2.3 million hectares of land in a 5-years period. 181.4 Million tonnes of CO2 will be sequestered in 20 years as a result of this campaign. Turkey is using only one third of its available water potential. Our objective is to achieve effective water saving by better water management. Through participation of the private sector more than 1500 new hyower projects have been initiated.

 

We are in a very critical process to achieve an international agreement at the COP15 which will be held in Copenhagen in December 2009. Turkey has shown a good will and work constructively with the Parties for successful Copenhagen agreement. Turkey is willing to make fair share contribution in accordance with its special circumstances. In this context, Turkey is planning to adopt nationally appropriate mitigation actions and no-loose targets to limit emissions growth and move to a low-carbon economy. This shift to a low-carbon economy is only possible through technology transfer and multilateral financial support. Turkey expects the post 2012 regime to reflect the principles of common but differentiated responsibilities and respective capabilities. It should also consider adaption needs of the most vulnerable countries.
